When we can witness large scale developments tied up in reviews, failure to address infrastructure shortcomings, poor techniques, labour shortages and sclerotic planning processes we can safely say that a major overhaul is due. It doesn’t need to be this way. There is a tendency to build something, admire it, and belatedly realise that ongoing reviews and maintenance should have been put in place.
